This deformer generates waves on an object. The wind blows in the deformer’s positive X direction. The wind deformer is animated automatically (click the animation toolbar’s Play button). Drag the orange handle on the Z axis to change the amplitude of the waves interactively in the viewport. Drag the orange handle on the X axis to change the size of the waves in the X and Y directions.

The height of the waves (amplitude can be adjusted by dragging the orange handle along the Z axis.
